you will never be given a diplomatic passport unless you are a diplomat. therefore, either you have to prepare for the exam to become a diplomat or if you are an USA citizen, you can request them to give a job in one of their embassy so that you can get a diplomatic passport. some countries like USA have lateral entry and even if you are not a carrier diplomat you would be posted in embassies as a diplomat. try your luck.
You can't BUY A DIPLOMATIC PASSPORT... and any company that promises one for $4000 is SCAMMING YOU. The ONLY WAY you can get a diplomatic passport is to work for the Government in a capacity where you would need one.. SUCH AS THE STATE DEPT. On top of THAT.. anyone who holds a Diplomatic Passport, ALSO HOLDS A REGULAR PASSPORT... because there are time when they need to travel as a plain citizen rather than as a Government Official.. so IF YOU CAN'T GET A REGULAR PASSPORT... then you CAN'T GET A DIPLOMATIC ONE EITHER.
