Africa is not just one big jungle. They have streets and banks and ATM machines all over the place. If he has a computer or a phone he can cash a travelers check.
He is scamming you.

you can't cash travelers checks in another persons name, you need an Id to cash them. That is why most people carry them if they get stolen they can't be cashed without proper ID. If you do try to cash them you may get in serious trouble.

This is one of the oldest scams in the book. I have been to Africa and they have banks there. If the check is worth all that money he would take the time to travel to one of them.
Here is how the scam works he sends you a good forged check. You deposit it and the bank credits your account.
You think "wow, this is for real, I am going to send him money now!" and you send him money. Then the bank finds out that the check is bad and takes all the money out of your account and you owe the money you sent to Africa. Then the guy in Africa laughs all the way to the bank (that he probably lives close to)

Travelers Cheques can only be cashed by the person who bought them by producing proof of identification (IC card/passport). The cheques must be counter-signed infront of the bank teller and the signature should be similiar to the one on top of the cheque.
I don't know the motif but what are you getting out of it? and even if you manage to cash the cheque, how could the person gain - money is in your hands. Whatever the intention you must never give any personal information (real name, IC number, passport details, bank number, etc) to anyone - "phishing" is widespread on the internet. Identity thefts are common and is one of the major crimes targetted by Interpol. Most internet scams, frauds involve Africans.
note:
a. fraudsters take advantage of the greed element in human being to phish for personal information
b. if it's too good to be true, it probably is
c. no bank in the world will ever send emails
