a work colleague, who was born in italy, urgently needs to get a duplicate birth certificate, as he has lost the last one. it is difficult for him to phone any government departments in italy, as he left italy as a toddler, so does not speak the language. thank you

A written request should be sent to native municipality, attn to Ufficio Anagrafe e Stato Civile, this is competence of local level. Your colleague should include all personal and family information to make the search easy. Out of courtesy he should volunteer to pay for the costs.
Every municipality has a web page so a search shouldn't be a problem, a registered letter or fax would be fine. English language is spoken as second language.
