Divorce and annulment are different.. you can do only one, not both.
If you divorce at the Philippines embassy in HK, you don't need to file divorce in the Philippines again.. just take the divorce decree issued by the embassy to local registration office the Philippines and have the registrar certified the paper.

Divorce and anullment are not the same thing. In divorce, the marriage being dissolved was a legally valid marriage, and there are ongoing implications in some jurisdictions such as maintenance for children, alimony etc. (thankfully alimony does not exist here in England)
Anullment is where there was a legal issue with the marriage and the law can dissolve the marriage and act as if it had never happened. This usually happens where the marriage should not legally have happened, such as if you found out you and your wife were too closely related to be married, the marriage was not "what is seemed" (eg the wife used to be a man) or some other legal issue.
Since most nations recognise marriages from other nations, you can likewise divorce anywhere, no matter where the marriage occurred. For anullment check local law, some jurisdictions may ignore a foreign marriage if it would not have been legal in that country.
