Try this website, they act like an agent to you on several countries.
If you try to buy direct, be careful on the countries where you don't hold citizenship, they may sell you the ticket but then hold the payment, eventually you'll get it in the USA paying some 5% extra taxes.

But the nonresident foreigner would face a 30 percent federal tax rather than the 25 percent that a legal resident would face."

Many countries prohibit participation in foreign lotteries, and many countries' lotteries are restricted to that country's citizens and legal permanent residents. If India prohibits the use of credit cards to pay for lottery tickets, you had better steer clear of any lotteries. Why go to the trouble of paying for a lottery ticket and then be prohibited from winning?
