Just get a sharp razor blade and a metal straight edge and cut the old out and glue the new in. NO just kidding, you can just go and tell them that the picture does not look like you and your afraid that you will have trouble in travel and get a new one. Best wishes to you

The Brits will charge you for it. And since this is peak season it will take awhile.
If you're determined to go through with a change do not report your passport as lost and stolen as you will need to pay a fee for it (and file a police report not to mention the passport forms stating such). A change in photos is usually done if the person has changed their name or their appearance drastically (loss of weight or for children).

Yes, you can change passports at any time and you don't have to give a reason. I have literally just done it and I had two years left on my passport. They can only transfer a maximum of nine months from your old passport onto your new one. I changed mine to beat the new regime whereby you will be required to provide more info. about yourself, possibly with an interview. Your new passport comes with an electronic chip which holds the info. about you.
I recommend you use the post office passport submission service, which costs £7. They check your details for you and your passport photograph, and virtually guarantee your next passport within 14Days. Mine took 8days. You also get your old passport back. The passport itself costs £66 but is due to go up to about £73.

you can just ask to have the photo changed you dont need to go through it all to get a new passport. i think on the passport form it has got a bit where it says 'i want to change my photo' or te infomation papers that come with your passport form it tells you how to do it on there but u do have to pay

If you are in the UK you can easily get a new passport you just need to get the form from the post office. You may however find it to be prohibitively expensive. I wanted to get a new one, I no longer look anything like the person in the picture but I couldn't afford to do it.

Yea, you can do it, but why?
My passport photo looks like I'm getting rear ended by a bus.
It sucks
I don't give a $#@%, I like to travel, not show off my passport photo and say, "see how great I look!!?"
