Yes you can legally. What type of visa is important if you want to immigrate and how you should do it. If he/she will be moving to your country check their laws.
Marriage does not require a Visa or other immigration document - just the licensing from the jurisdiction you are getting married in.
As for your immigration status, I suppose the first thing to ask is: do you even **want** to become a U.S. citizen?
