yes, you can definitely get a dual citizenship, but only if the law in your country and that of the other country's citizenship you want to have allow you to do so.
for instance, the US is very liberal in giving citizenship for legal purposes and instances to foreigners, but simply takes too long a time, takes like a decade or so for a lot of people. unless you are still a minor and the one applying for you are your parents. the philippines and india are also very much willing to allow their citizens to apply for a second citizenship.
so, the first thing you have to do now is to find out if your state allows you dual citizenship. then next, find out if the second citizenship is allowable too.
nationality does not have anything to do with race, but it MAY have something to do with birth, depends on the system of recognition of the state one is born in.

There are some countries which accept dual citizenship. India donot accept this but have seomething closer called People of Indian Origin

Yes, if you are an Indian, you can have more than one nationalities. However the dual citizenship list is restricted. AFAIK you can have citizenship of UK and India both, but not of India & Pakistan :-)

Some countries allow dual citizen ship. Don't try to get it in wrong way. You will suffer on one day. Consult the consulate and without hiding the fact if the law permits you can apply and get it.
