Rather than tell you why, here are some ideas that you might look into when writing your paper.

1) Look at the cost of insurance. To insure a teenager for driving, the costs are much higher because they are more at risk in getting into an accident.

2) Experience: A 16 year old does not have the experience and judgement that a 21 year old might have. You can illustrate this by quoting how many teens are killed each year, whether it be from drinking or by drunk drivers, or from excessive speed.

Do you have to argue FOR raising the driving age to 21? That argument could be made in the sense that a 21-year-old is more mature than a 16-year-old. It would also have fewer cars on the road, by eliminating kids who drive to school and work - they'd now be taking public transportation. That could also help reduce pollution.

If you don't have to argue in favor of raising the age, a much stronger argument can be made in the other direction. One of the reason 21-year-olds get in fewer accidents than 18-year-olds is the different levels of experience. If a person can't drive until 21, they'll be making a lot of the same mistakes at 21 that they would've made at 16, because they're new drivers. One of my coaches once told me, "you've got to be bad at something before you can be good at it." Give the kids a chance to be poor drivers, and learn the dos and don'ts, before they have to take longer trips to college, etc.

Sadly, drivers under the age of 20 constitute 5 percent of the driving population and yet account for 14.4 percent of all crashes and 12.2 percent of all fatalities.

Teen-age brains are not yet fully developed.
Teen-agers lack judgement & experience.
Teen-age males are struggling with hormones.

1. Cut the number of deaths.

The highest death rate for drivers is amongst the age group 17-25. Accidents are most likely to occur in the age 17-18. The biggest cause of death for young women is due to road traffic accidents, quite often from cars driven by men.

2. Cut Congestion.

Less drivers on the road means less congestion which is good for the economy.

3. Might Encourage Young people to be fit.

Driving encourages the population to become lazy and obese. If people can't drive they will be forced to walk, use public transport and cycle. This will help lead to a healthier population

4. Young Drivers overestimate their skill

Young drivers, especially male drivers, are likely to overestimate their ability to drive at speed and in difficult conditions. For people of school age, there is often great peer pressure to drive excessively and in a dangerous way.

Other suggestions in the report on raising the driving age

1. Implement a full learning schedule.
2. Stop newly passed drivers carrying passengers between 11pm and 5 am in the morning.
3. A Zero alcohol limit for all new drivers who have just passed their test.
4. Allow people to drive at 17, but not take the test until 18.

I think 21 is to high, but 18 I'd agree with.
16 year olds still seem to think they indestructible behind the wheel.
At 18 they should be out of high school and hopefully matured a little.

The Japanese do not allow their people to test for driving licenses until they are 20. The added maturity level would go a long way to reducing accidents. Also, the carbon emissions would decrease dramatically without teens on the road.

Statistics, easy.

Find a report showing that the leading cause of death amongst teenagers is auto-accidents. Say that these deaths would be prevented if they weren't allowed to drive. Quote some numbers and statistics. Rebutt with the inconveniences it would cause. Refute with saving lives trumps inconvenience. Done.

In the UK, they plan to do it because of the amount off accidents concerning drivers in the 17-24 yrs age bracket.
Less accidents, and drivers will be more mature and react better to inconsiderate road users ( like, someone cuts in front of them, they might not deal with it in a grown up manner, and may try to distract the driver who p*ssed them off!) && also you are less likely to see less 'boy racers's at the age of 21..

Drivers age 15- to 20-years old accounted for 12.9 percent of all the drivers involved in fatal crashes and 16 percent of all the drivers involved in police-reported crashes.

Twenty-five percent of teen drivers killed were intoxicated. In 2002 (latest data available) the estimated economic cost of police-reported crashes involving drivers between the ages of 15 and 20 was $40.8 billion, according to the National Highway Traffic Safety Administration (NHTSA, http://www.nhtsa.dot.gov ).
