Who decides the speed limits for every street and road?
Each state usually has set standards for these limits.
Texas as an example has set limits of 25-30 mph on residential sub streets. 30 mph on unimproved roads (dirt roads,etc)
45 mph on most urban streets and roads..but also the amount of traffic, blind spots, size of the road is a factor...it really all depends..but this is what I have seen as a trend in the past.
