The yellow light is a caution light. It is to warn you the light is about to turn red. Many cities are shortening the length of time between the yellow and red light in order to make up for the economy. To be safe I would stop or make sure you can afford the ticket, driving record, and higher insurance.

No matter what, I always watch for cars running red lights.
If I can't stop before the intersection I will speed up, If I can stop, I stop.

depends on the speed you're travelling and how far you're from the intersection. If you think you can't stop safely (behind the intersection line) then proceed with caution. don't speed up, flash your high beam means telling other drivers on the opposite direction that you can''t stop and going through the yellow light.

Regardless of the color of the traffic signal, I approach EVERY intersection with caution. I have my foot OFF of the gas and hovering over the brake pedal, so, if the light turns yellow, and I feel I can stop safely, I do.
I NEVER get surprised by a yellow light. Why should it surprise me? It is in the nature of traffic signals that they WILL change. Greens will eventually ALWAYS go yellow. I look ahead, often two or three lights in front of me. That way I have some idea if a green signal is "fresh" and likely to remain green longer, or "stale," likely to to turn yellow at any moment.
One thing that I NEVER do is to speed up to beat a yellow light. If I am going the speed limit, and the yellow light turns without giving me time to come to a safe stop, I know that there will be time for me to coast through the intersection in plenty of time for me to get clear of cross traffic.
Speeding up at a yellow light gives nearby police officers an audible cue of someone, either speeding, or running a red light. Why give them any warning that I am about to break either one law or another?
And, by the way. Communities are NOT shortening the yellow light times to increase traffic tickets. Shortening the light to "create" more red light runners ends up creating more collisions, injuries and deaths. The result of these kinds of encounters COSTS the cities money in terms of police, ambulance and other services that get paid out of local taxes. Not to mentioned the increased cost of lawsuits brought on by people who might actually believe that the shortened yellow signal even contributed to the collisions.

Whether I speed up or stop depends on how fast I'm going and how close I am to the light. If I'm already a bit over the speed limit, I don't want to speed up and fly through the intersection. I also think about whether I will clear the stop bar before the light turns red - don't want to actually run the red.
