Yep, it turned into a 4-way stop.
Whoever gets there first gets to go. If it is some kind of a tie, then the vehicle on the right gets to go first.
Hopefully everyone out there driving knows the rules so there aren't any screw ups....or fender bender....or ticked off people

Yes. WHen the signals are dark, you should come to a complete stop and when the way is clear, proceed with caution.
