Parallel street parking in city, why is it acceptable to bump other car's bumper ?
I've lived in downtown neighborhood of a few cities and have noticed that whenever somebody is parking on the street, parallel parking that is, they will almost always slightly bump the bumper of the car behind or in front of them in order to get their car to fit in the tight space.

This seems to be an acceptable practice and even though there is no visible damage, the cops or insurance companies never get called.

Why is that ?

I just ASSumed that was why they called them bumpers. Why put them on a car if you can't bump them?

Seriously; most people hit other cars when they are parking because they have absolutely no clue as to the location of any corner of their car. And the sad thing is that they don't care either.

After 40 years of driving I know the exact placement of my tires on the road and the precise distance to another car when I am parking. And I have 5 vehicles that I drive regularly.

Hitting another vehicle's bumper isn't acceptable. But it is just what happens from time to time. Many drivers are not paying enough attention to the amount of space that they leave so they end up hitting another vehicles bumper in the process of parking. Now you make reference to insurance companies and authorities not being called. The reason neither are involved is because there is no damage. If you tap a bumper lightly and there is no damage, then you have not committed a fender bender. Now of course the whole point to parking is to do it safely without coming in contact with someone elses car. But occasionally the tapping of a bumper will occur. It does happen from time to time. Again its not acceptable but it isn't a huge deal especially if there is no damage. Basically, no harm, no foul. The important thing to make sure of, is if you do happen to tap the bumper then make sure there is no damage. Don't just walk away without checking. But again the whole point is not to hit the bumper.
