Generally it is when the light is flashing if there is a light. Some places specifically say "School Zone 35 mph" and that is all the time. Personally, I still slow down because sometimes during the year there may be practices and such that go longer than a flashing light does. It's best just to be proactive and slow down in my opinion. Mainly because whether the light is flashing or not, if a practice just finished and you hit a child, it's still your fault--you hit a pedestrian. Although, if you are going past at like 10 PM, there probably isn't much going on--stick to the otherwise posted speed limit.

Speed Limits are enforced only during specific times. They are controlled different ways either for a set period of time say 7-4 during school days or by a flashing light that is on for the hour or so while school is beginning, letting out and lunch. Also during play times where there are no or inadequate fences.

typically they'll have date and times with the school zones. those will be the only times that the school zone is enforced. sometimes they use flashing lights to let you know that kids are present and then that's the time that you have enforcement.

A speed limit is a speed limit. Speed limit Zones are enforced 24/7. No matter where and when. would you speed past the limit during off school days and the police is right beside you? Obey the laws and you'll be alright.
